  • What is PayLock Smart Immobilization?

PayLock is a smart, self-release vehicle immobilization system used by the University of Miami. It allows customers to resolve outstanding parking citations and remove the immobilization boot themselves after payment, without waiting for the parking staff.

  • Why was my vehicle immobilized?

    Vehicles may be immobilized when:

    • No valid permit
    • Multiple unpaid citations
    • A parked vehicle presents a safety concern or blocks an unauthorized area

  • How do I remove the PayLock boot?

    To remove the boot:

    • Call the 24/7 Paylock automated system using the number on the immobilization notice
    • Pay all outstanding citations and immobilization fees
    • Receive a code to unlock and remove the device
    • Return the boot to the designated campus lockbox to avoid additional daily fees

  • Can I pay the citations online instead of calling?

No. Once a vehicle has been immobilized, payment must be completed through the PayLock system to unlock the device. Paying citations online alone will not release the boot.

  • How long does it take to unlock the boot?

Once payment is successfully processed, the PayLock system unlocks the boot immediately, allowing you to remove it without waiting for assistance.

  • What happens if I don’t remove or return the boot properly?

Failure to follow the boot removal and return instructions may result in:

    • Additional $50 daily fees
    • $1000 replacement charges for lost or damaged equipment
    • Further enforcement action

  • What should I do if I have trouble with the PayLock system?

If you experience issues with payment or boot removal:

    • Follow the troubleshooting instructions on the immobilization notice
    • Contact UMPD dispatch via 305-284-6666 for assistance

  • Can I appeal a citation after my vehicle is immobilized?

Yes. Paying to remove the boot does not waive your right to appeal eligible citations. Appeals must still be submitted within the designated appeal window and follow University guidelines.

  • Is it legal or safe to drive with the boot on?

No. Driving or attempting to move a vehicle while the boot is attached may cause damage to your vehicle and the immobilization device and may result in additional fines or penalties.

  • What happens if I tamper with or damage the boot?

Tampering with, damaging, or attempting to bypass the PayLock device may result in:

    • Significant fines
    • $1000 replacement charges
    • Referral for disciplinary or legal action

  • How do I avoid being booted?

To avoid your vehicle from being immobilized:

    • Register your vehicle and purchase a permit or use PayByPhone
    • Follow University Parking Policies & Procedures
    • Pay or appeal citations within 15 days of issuance
